Civil Protection Costume Replica

Half-Life 2 may be my favorite game of all time, in no small part due to the iconic visuals and designs of the Combine. Few game characters are as recognizable as the Combine Civil Protection unit – better known as Metrocops. With their stark, utilitarian uniforms and ominous, voice-distorted masks, these enforcers of City 17’s authoritarian regime have long been one of my “holy grail” projects.

The journey began in early 2018 when I collaborated with 3D artist Alex Winslow to develop high-quality 3D models of the Combine helmets, including the Civil Protection variant. Leveraging game references and personal design insights, we produced a model that served as the foundation for the build.

The helmet was primarily 3D printed using FDM technology, with intricate components like the “ears” and gas mask elements crafted via resin SLA printing for superior detail. Post-printing, the helmet underwent extensive finishing: sanding, filler priming, and spot putty application to achieve a smooth surface. To impart a realistic metallic sheen, I employed a cold casting technique, brushing aluminum powder into the mold before casting with resin. This method ensured the helmets had a genuine metallic appearance.

A defining feature of the Metrocop is their distinctive voice modulation. To replicate this, I designed functional radios using Arduino technology paired with Adafruit audio components. These devices played procedurally generated radio chatter extracted directly from the game, enhancing the authenticity of the costume.

The Stun Stick, another hallmark of the Metrocop, was recreated by referencing various in-game models. I synthesized elements from multiple versions to produce an idealized design, which was then 3D printed and assembled around a PVC core. The components were molded, cast, and painted to mirror the in-game appearance.

The fabric elements, notably the flak jackets and armbands, were pivotal to the costume’s authenticity. Collaborating with several skilled costumers, we selected appropriate fabrics and meticulously crafted these pieces. The flak jackets featured custom quilting and embroidered “C17” logos, while the base garments were modified to include accurate detailing, such as white stripes on the sleeves and pants.
